on the right to inspect the electoral roll and the issue of polling cards for the election to the German Bundestag on Sunday, February 23, 2025
1. the electoral roll for the Bundestag election for the city of Idar-Oberstein will be published in the period from
Monday, February 03, 2025 to Friday, February 07, 2025
during general opening hours, Monday to Thursday from 8:00 a.m. to 12:00 p.m. and from 2:00 p.m. to 4:00 p.m., and Friday from 8:00 a.m. to 12:00 p.m. at the Idar-Oberstein municipal administration main office/election office, rooms I. 209, I. 217, I. 218 and I. 219 (barrier-free) Georg-Maus-Straße 1, 55743 Idar-Oberstein, for inspection by persons entitled to vote.
Note on accessibility: Please register in advance by telephone (Tel. 06781-64/1111; 1113; 1121; 1122; 1125). You will be picked up at the rear entrance (staff parking lot).
Any person entitled to vote may check the accuracy or completeness of the data entered about him or her in the electoral roll. If a person entitled to vote wishes to check the accuracy or completeness of the data of other persons entered in the voters' register, he or she must provide credible evidence of facts which may indicate that the voters' register is incorrect or incomplete. The right to verification does not apply to the data of eligible voters for whom an information block has been entered in the register of residents pursuant to Section 51 (1) of the Federal Registration Act.
The electoral roll is kept in an automated process. It can be viewed using a data display device.
You can only vote if you are registered on the electoral roll or have a polling card.
2. any person who considers the electoral roll to be incorrect or incomplete may, in the period from the 20th day to the 16th day before the election,
no later than February 07, 2025, by 12:00 noon,
at the Idar-Oberstein municipal administration main office/election office, rooms I. 209; I. 217, I. 218 and I. 219 Georg-Maus-Straße 1, 55743 Idar-Oberstein (barrier-free; for information on accessibility, see section 1).
The objection may be lodged in writing or by declaration for the record.
3. eligible voters who are entered in the electoral roll will receive a copy of the electoral roll by no later than
Sunday, February 02, 2025
an election notification.
Anyone who has not received a voter's notification but believes they are entitled to vote must lodge an objection to the electoral roll if they do not want to run the risk of not being able to exercise their right to vote.
Eligible voters who are only entered in the electoral roll upon application and who have already applied for a polling card and postal voting documents will not receive a polling card.
4. anyone holding a polling card may participate in the election in the constituency of 200 Kreuznach by casting their vote in any polling station (polling district) of this constituency or by postal vote.
5. a polling card is issued upon application
5.1 an eligible voter entered in the electoral roll,
5.2 a voter not entered in the electoral roll,
a) if he or she proves that, through no fault of his or her own, he or she missed the application deadline for inclusion in the voters' register pursuant to Section 18 (1) of the Federal Electoral Regulations (by February 2, 2025) or the objection deadline against the voters' register pursuant to Section 22 (1) of the Federal Electoral Regulations (by February 7, 2025),
b) if his or her right to participate in the election arose only after expiry of the application deadline pursuant to section 18 paragraph 1 of the Federal Electoral Regulations or the objection deadline pursuant to section 22 paragraph 1 of the Federal Electoral Regulations,
c) if his or her right to vote was established in the objection procedure and the municipal authority only became aware of the establishment after the electoral roll was closed.
Polling cards can be obtained by eligible voters entered in the electoral roll
until Friday, February 21, 2025, 3 p.m.
can be requested from the municipal authority verbally, in writing or electronically.
The written form requirement is also deemed to have been met by fax (e.g. to 06781 / 64-9501), e-mail (e.g. to briefwahl@idar-oberstein.de) or other documentable electronic transmission (e.g. prepared application form on the Internet www.idar-oberstein.de). Applications may not be submitted by telephone.
The applicant must provide their surname, first names, date of birth and home address (street, house number, zip code, town).
In the event of demonstrably sudden illness that makes it impossible or unreasonably difficult to go to the polling station, the application can still be submitted until 3 p.m. on the day of the election.
If a person entitled to vote credibly affirms that he or she has not received the polling card applied for or has lost it, he or she may be issued a new polling card up to 12:00 noon on the day before the election.
Eligible voters who are not entered in the voters' register may apply for a polling card for the reasons stated under 5.2. letters a to c until 3 p.m. on the day of the election.
Anyone submitting the application on behalf of another person must prove that they are authorized to do so by submitting a written power of attorney. An eligible voter with a disability may use the assistance of another person to submit the application.
- With the polling card, the voter receives
- an official ballot paper for the constituency,
- an official ballot paper envelope,
- an official red ballot paper envelope bearing the address to which the ballot paper is to be returned, and
- an information sheet for postal voting.
It is only possible to collect the polling card and postal voting documents on behalf of another person if the authorization to receive the documents is proven by submitting a written power of attorney and the authorized person does not represent more than four eligible voters; they must assure the municipal authority of this in writing before receiving the documents. Upon request, the authorized person must provide proof of identity.
A person entitled to vote who is unable to read or is prevented from casting their vote due to a disability may use the assistance of another person to cast their vote. The assistant must be aged 16 or over. Assistance is limited to technical assistance in expressing a voting decision made and expressed by the person entitled to vote. Assistance is not permitted if it is provided under improper influence, if it replaces or changes the voter's self-determined will or decision or if there is a conflict of interest on the part of the assistant. The assistant is obliged to keep confidential any knowledge of another person's election that they have gained in the course of providing assistance.
In the case of postal voting, the voter must send the ballot letter with the ballot paper and the polling card to the specified office in good time so that the ballot letter arrives there by 6 p.m. on election day at the latest.
Within the Federal Republic of Germany, the ballot letter will be sent free of charge exclusively by Deutsche Post AG without any special form of dispatch. It can also be handed in at the place indicated on the ballot letter.
