on the right to inspect the electoral rolls
and the issue of polling cards
for the elections to the European Parliament and for the municipal elections
on June 9, 2024

I.

On Sunday, June 9, 2024, elections to the European Parliament (European elections) will be held in the Federal Republic of Germany and local elections will be held in Rhineland-Palatinate at the same time.


The electoral roll of the city of Idar-Oberstein will be available for inspection on working days from Monday, May 20, 2024 to Friday, May 24, 2024 during opening hours, Monday to Thursday from 8:00 am to 12:00 pm and from 2:00 pm to 4:00 pm and on Fridays from 8:00 am to 12:00 pm at the Idar-Oberstein city administration, main office, rooms I. 209; I. 217, I. 218 or I. 219 (barrier-free) Georg-Maus-Straße 1, 55743 Idar-Oberstein for inspection by persons entitled to vote.


Note on accessibility: Please register in advance by telephone (Tel. 06781-64/1111; 1113; 1121; 1122; 1125). You will be picked up at the rear entrance (staff parking lot).

All eligible voters may check the accuracy or completeness of the data entered on the electoral roll. If persons entitled to vote wish to check the accuracy or completeness of the data of other persons entered in the voters' register, they must provide credible evidence of facts which may indicate that the voters' register is incorrect or incomplete. The right to check does not apply to the data of eligible voters for whom a blocking notice has been entered in the register of residents pursuant to Section 51 (1) of the Federal Registration Act. The electoral roll is kept in an automated procedure. Inspection is possible using a data display device.

You can only vote if you are registered on the electoral roll or have a polling card.

II.

Anyone who considers the electoral roll to be incorrect or incomplete may lodge an objection (objection period) with the Idar-Oberstein municipal administration, main office, rooms I. 209; I. 217, I. 218 and I. 219 Georg-Maus-Straße 1, 55743 Idar-Oberstein (barrier-free; for information on accessibility, see section I.) during the inspection period, at the latest by 12:00 noon on Friday, May 24, 2024. The objection may be lodged in writing or by declaration for the record.

III.

Eligible voters who are entered in the electoral roll will receive an election notification by May 19, 2024 at the latest.

Anyone who has not received a voter's notification but believes they are entitled to vote must lodge an objection to the electoral roll if they do not want to run the risk of not being able to exercise their right to vote.

Eligible voters who are only entered in the electoral roll on application and who have already applied for a polling card with postal voting documents will not receive a polling card.

IV.

Anyone who has a polling card for the European elections can vote in the Birkenfeld district

  • by casting a vote in any polling station in this district

or

  • by postal vote

participate.

Anyone who has a polling card for the local elections can only vote by post .

V.

The following can apply for a polling card

  1. eligible voters entered in the electoral roll and
  2. Voters not entered in the electoral roll,
    a) if they can prove that, through no fault of their own, they missed the application deadline for inclusion in the electoral roll
    for Germans pursuant to Section 17 (1) of the European Election Code, for EU citizens pursuant to Section 17 a (2) of the European Election Code by May 19, 2024
    or the objection deadline against the electoral roll pursuant to Section 21 (1) of the European Election Code by May 24, 2024, b) if their right to participate in the election did not expire until after the application deadline for Germans pursuant to Section 17 (1) of the European Election Code, for EU citizens pursuant to Section 17 a (2) of the European Election Code. May 2024,
    b) if their right to participate in the election did not arise until after expiry of the application deadline for Germans pursuant to Section 17 (1) of the European Election Code, for EU citizens pursuant to Section 17 a (2) of the European Election Code or the objection deadline pursuant to Section 21 (1) of the European Election Code,
    c) if their right to vote was determined in the objection procedure and the municipal authority only became aware of the determination after the electoral roll was closed.

Re 1: Eligible voters entered in the electoral roll can apply for a polling card verbally, in writing or electronically at the city administration until June 7, 2024, 6:00 pm. Eligible voters entered in the electoral roll will receive a corresponding application form - back of the election notification - with the election notification. The written form requirement is also deemed to have been met by telegram, telex, fax, e-mail or other documentable electronic transmission. Applications by telephone are not permitted (Section 26 Paragraph 1 Sentence 3 EuWO and Section 17 Paragraph 1 Sentence 3 KWO).

When applying by email, the surname, first names, date of birth and home address (street, house number, zip code, town) of the applicant must be provided. In addition, the electoral roll number and constituency number, which can be taken from the voter's notification, should be stated to ensure that the applicant can be identified without any doubt. If the polling card and postal voting documents are to be sent to an address other than the main residence, this address must also be stated.

In the event of demonstrably sudden illness that makes it impossible or unreasonably difficult to go to the polling station , the application can still be submitted up to 3 p.m. on election day.

If eligible voters credibly affirm that they have not received the requested polling card , they may be issued a new polling card until 12:00 noon on the day before the election.

Re 2: Eligible voters not entered in the electoral roll may apply for a polling card for the reasons stated under no. 2 letters a to c until 3:00 p.m. on the election day.

Anyone submitting the application on behalf of another person must prove that they are authorized to do so by submitting a written power of attorney. A physically impaired person entitled to vote may use the assistance of another person to submit the application.

VI.

Eligible voters who wish to vote by postal ballot will receive a red postal ballot envelope with the postal ballot documents for the European elections and an orange postal ballot envelope with the postal ballot documents for the municipal elections. The addresses to which the postal ballot letters are to be returned are indicated on the postal ballot envelopes. An information sheet for postal voting for the European elections and an information sheet for postal voting for the municipal elections contain the necessary information for voters.


Postal voting for the European elections

Eligible voters who have applied for a polling card for the European elections will receive the following with their polling card

  • an official ballot paper for the European elections,
  • an official white ballot paper envelope with the imprint "Ballot paper envelope for postal voting",
  • an official light red ballot letter envelope with the address to which the ballot letter is to be returned, marked "Wahlbrief", and
  • a leaflet for postal voting in the European elections.

 

Postal voting for the local elections

Eligible voters who have applied for a polling card for the municipal elections will also receive the yellow polling card for the municipal elections.

  • one official ballot paper for each municipal election for which he/she is entitled to vote,
  • an official blue ballot paper envelope with the imprint "Ballot paper envelope for the municipal elections",
  • an official orange ballot letter envelope with the address of the municipal administration and the imprint "Wahlbrief für die Kommunalwahlen",
  • a leaflet for postal voting for the local elections.

 

Voting papers and postal voting documents can be applied for at the municipal administration until 6 p.m. on the Friday before election day in the cases specified in Section 17 (2) of the Local Election Code and, in the case of proven sudden illness, until 3 p.m. on election day.

The collection of ballot papers and postal voting documents on behalf of another person is only possible if the authorization to receive the documents is proven by presenting a written power of attorney and the authorized person does not represent more than four eligible voters; he or she must assure the city administration of this in writing before receiving the documents. Upon request, the authorized person must provide proof of identity.

Eligible voters who collect their postal voting documents from the municipal administration themselves can vote by post on the spot. If eligible voters send postal ballot letters, these must be sent to the specified office in good time so that they are received there by 6:00 p.m. on election day, Sunday, June 9, 2024, at the latest.

A person entitled to vote who is unable to read or is prevented from casting their vote due to a disability may use the assistance of another person to cast their vote. The assistant must be aged 16 or over. Assistance is limited to technical assistance in expressing a voting decision made and expressed by the person entitled to vote. Assistance is not permitted if it is provided under improper influence, if it replaces or changes the voter's self-determined will or decision or if there is a conflict of interest on the part of the assistant. The assistant is obliged to keep confidential any knowledge of another person's election that they have gained in the course of providing assistance.

The ballot letter for the European elections will be sent free of charge within the Federal Republic of Germany as a standard letter without any special form of dispatch. The ballot letter for the municipal elections, which is to be sent by Deutsche Post AG (DHL Group), will not be stamped; the fee will be settled centrally by Deutsche Post AG (DHL Group) with the Land returning officer.

Absentee ballots can also be handed in at the place indicated on the absentee ballot. If the postal ballot letters are delivered to the places indicated, they must be received there by the end of the election period at the latest. The polling time for local elections and European elections ends at 18:00.

Eligible voters who take part in the municipal elections and the European elections by postal vote must send two ballot papers.
