This is due to the delayed launch of the new i-kfz portal level 4 for Rhineland-Palatinate and the shutdown of the currently used i-kfz portal level 3. As a result, new registrations, re-registrations, transfers and decommissioning in particular can temporarily no longer be processed via the Internet. During the transitional period, registration procedures can only be carried out at the municipal administration's citizens' office. The services for desired license plates and random license plates will remain available online via the vehicle portal. Although the delayed implementation of i-Kfz Level 4 is very regrettable, it is beyond the control of the municipal registration authority and is therefore not its responsibility.
The background to this measure is a new version of the Vehicle Registration Ordinance (FZV), which came into force on September 1, 2023. This made it legally possible to use the online registration of vehicles in many more cases than before. For example, for the allocation of classic car, seasonal and e-license plates or for driving off immediately with unstamped license plates. However, the technical implementation of the new online functions, known as i-Kfz Level 4, involves more effort than was to be expected. In addition, the requirements for IT security have been further increased due to various cyber attacks.
For these reasons, the programs for using i-Kfz Level 4 are not expected to be activated in Rhineland-Palatinate until mid / end of February 2024. In addition, due to increased IT security requirements, the previous functions of i-Kfz Level 3 can no longer be made available from February 1, 2024.
