The municipal public order office is currently observing an increasing number of violations of the regulations governing the use of e-scooters. The miniature electric vehicles - as they are called in officialese - are often purchased on the Internet and may then not comply with the legal requirements. As a precautionary measure, the public order office would therefore like to point out that these regulations must be observed when purchasing and operating e-scooters - otherwise fines may be imposed.
The Ordinance on Small Electric Vehicles regulates how an e-scooter must be designed so that it can be used legally on public roads. Only if it complies with these regulations does it receive a general operating permit or road approval, otherwise it may only be used on private property.
Among other things, an e-scooter may not travel faster than 20 kilometers per hour, and brakes, lights and a bell are also prescribed. There are also regulations regarding the dimensions and permissible weight of the scooters.
There is no driving license or helmet requirement for e-scooters. However, they are subject to compulsory insurance. Liability insurance is mandatory. This is evidenced by an insurance sticker affixed to the scooter. The minimum age for riding an e-scooter is 14 years. They may only be used by one person; the transportation of other persons or the use of a trailer is not permitted. There are also regulations on where e-scooters may be driven or parked, as well as general rules of conduct.
