As a further OZG service, the Idar-Oberstein municipal administration is now offering administrative services relating to dog tax online. This means that citizens can register, re-register or de-register dogs and apply for tax reductions or exemptions from the comfort of their own home using a PC or mobile device. It has been possible to register, re-register, transfer or deregister motor vehicles online for some time now, and the application and annual review for the maintenance advance will follow in the next few weeks.
The Online Access Act (OZG) obliges federal, state and local authorities to offer their administrative services digitally and in a user-friendly way. Implementation is a mammoth task for public administrations, but the first processes are now gradually being put online. However, the OZG services do not have to be developed by each federal state or municipality itself. Instead, there is the option of using so-called EfA services. EfA stands for 'one for all' and means that one player develops a solution for several municipalities, state-wide, cross-state or even nationwide, which can then also be used by others.
The city administration of Idar-Oberstein has adapted the OZG service for dog tax available on the civento application and process platform to its needs and now offers it online. There is a link to the online application from the citizen information system at www.idar-oberstein.de/bis/. No authentication is required for dog tax applications. For other services, however, a Rhineland-Palatinate user account, a federal ID or an eID may be required. If desired, a VPS mailbox (VPS = virtual post office) can also be set up here, which can then be used to deliver notices in the future. At present, however, dog tax notices are still sent by post in paper form.
