Promotion program "plug-in balcony PV systems"
The city of Idar-Oberstein is using funds from the municipal investment program for climate protection and innovation (KIPKI) of the state of Rhineland-Palatinate to support the purchase of "plug-in balcony PV systems" for private households. The aim of the funding is to further expand the use of renewable energies in the city area, thereby reducing greenhouse gas emissions and contributing to climate protection.
General funding conditions
- The eligible area is the city of Idar-Oberstein.
- Funding is available for one system per household.
- The useful life of a subsidized system is 5 years.
- No EEG remuneration may be claimed for the balcony PV electricity generated.
Technical conditions for a "plug-in balcony PV system"
- This consists of one or two solar module(s) and an inverter.
- The inverter has a maximum permissible inverter feed-in power of up to 600 watts, or up to 800 watts if the legal situation changes, and complies with the relevant national and international standards.
- It is recommended that the safety standards of the German Society for Solar Energy DGS 0001:2019-10 be used as a basis for the device.
- The "plug-in balcony PV system" must be registered in the market master data register.
- All system components of the "plug-in balcony PV systems" must be professionally installed or have them installed.
Type and amount of the grant
- A one-off lump-sum grant can be awarded per household, namely
- 75 € for a device with a solar panel and inverter (250-600 or -800 watts)
- 150 € for a device with two solar modules and inverter (up to 600 or 800 watts)
- The municipal subsidy can be combined with other subsidies. The sum of the combined subsidies may not exceed the sum of the eligible acquisition costs.
- There is no legal entitlement to the grant. The administration decides on the basis of its dutiful discretion and within the framework of the available budget funds. If the funding pot is exhausted, the program is closed.
- Persons whose main residence is in the city and for whose private household the system is to be purchased are eligible to apply.

Application / procedure
- First submit an application, then wait for the subsidy notification, then make a binding purchase of the balcony PV system. This is because the date on which the order is placed or the purchase contract is signed must not be before the date of the subsidy approval!
- Prior to submitting the application, if necessary:
- For monuments: a permit from the responsible monument protection authority Monument protection authority of the Birkenfeld district administration
- For rented apartments or houses: Declaration of consent from the owner
(to be kept by the applicant for the duration of the holding period)

- The order in which complete applications are received determines the order in which grants are awarded.
- They have received their subsidy notification: Once the notification has been issued, applicants have 6 months to purchase, install and commission their "plug-in balcony PV system" and submit the application for payment.
Payment of the subsidy
The following documents must be submitted by e-mail to balkon-pv@idar-oberstein.de for payment of the grant:
- The completed and signed payment form (see "Funding Guidelines, Forms and Further Information")
- Invoice for the purchase of the "ready-to-connect balcony PV system"
- Proof of payment (bank statement showing payment of the invoice)
- Proof of registration in the market master data register

Obligations and verification
- Applicants undertake to use the subsidized balcony PV system in the Idar-Oberstein municipal area at least until the end of the holding period of 5 years.
- The city administration is entitled to check the use of funds by means of an on-site inspection and/or on the basis of the original receipts (retention period = holding period).
Duration of the funding program
- The term of the funding program begins when the funding guideline comes into force and ends as soon as the funds made available have been exhausted.
- The last possible date for submitting an application is 30.09.2025, provided that budget funds are available.
